The state has strict rules under the Municipalities Act, 2019, and the TS-bPASS Act, 2020 (Act No.12 of 2020), which make it compulsory to get all the right permissions before you even start laying the foundation.

10 Important Government Construction Rules in Telangana
Here are 10 must-know points covering building permission, construction approval and other legal processes to build a house in Telangana.
1. Register your building plan through TS-bPASS
TS-bPASS (Telangana State Building Permission Approval & Self-Certification System) is Telangana’s online portal for building permissions.
- If your plot is up to 75 square yards (62.5 sq. m) and you’re planning a G+2 house, you can get instant permission through self-certification.
- For plots above 75 square yards, you’ll need to submit detailed plans for a proper check. For residential buildings, TS-bPASS usually clears your plan within 21 days (30 days for commercial projects).

2. Submit an approved building plan
Get your building plan prepared by a licensed architect or civil engineer registered with GHMC or HMDA. These plans must follow the National Building Code.
Your plan must include,
- Site plan with clear measurements and road widths
- Floor plans for each floor
- Elevations and cross sections
- Structural stability/ stability certificate
- Rainwater harvesting plan (compulsory if your plot is over 200 sq. m)
Upload your complete plan on the TS-bPASS Portal. Go to Building Permission → Instant registration, then fill out the applicant, plot and building details.
3. Pay all the necessary fees
Once your application and plans are uploaded, you’ll need to pay the required fees:
- Scrutiny fee- INR 10 to INR 20 per sq. m
- Betterment charges/ Development charges- INR 200 to INR 400 per sq. m (varies by zone)
- Impact fees- For high-rise or commercial buildings above 15 metres Infrastructure fee (if applicable)- In some HMDA gowth corridors
You can pay online or offline. For offline payments, take your Application ID to any GHMC MeeSeva centre and pay at the counter.
4. Follow HMDA/GHMC Building Permission Bylaws
If your plot falls under GHMC or HMDA limits, you must follow the local bylaws For
- Setbacks (minimum distance from property boundary)
- Minimum open space
- Maximum allowed building height
- Parking space rules
- Fire safety (especially for multi-storey buildings)
- FAR (Floor Area Ratio) rules
For example, if your road is only 12 metres wide, the maximum building height is fixed under G.O.Ms.No.168 and the latest GHMC Bylaws 2020.

5. Get layout approval for plots in new layouts
Your plot must be located within a legally approved layout under HMDA (or DTCP, where applicable). Unauthorised layouts, especially around fast-growing areas like the ORR, will not be eligible for TS-bPASS permission.
We are sure that you would have come across the news that many layouts near ORR in Shamshabad were demolished in 2022 for lacking HMDA approval.

To confirm your layout’s approval status,
- Visit HMDA’s official site and go to Planning → Layout Permission Report.
- Enter your layout number or survey number to verify approval.
6. Convert your agricultural land
If your plot was originally farmland, you should convert it to non-agricultural use under the Telangana Agricultural Land (Conversion for Non-Agricultural Purposes) Act, 2006.
How to do it?

- Next, pay the conversion fee (Usually 5% of the basic market value per square yard).
- And, collect your Conversion Certificate (NALA Order). Keep it safely, as you will need it for the TS-bPASS permission.
- Update your land records to show it’s now for non-agricultural use.

7. Get NOCs if required
One of the other important construction rules in Telangana is that you will need special NOCs if your
- Plot is near an airport (AAI clearance)
- Located in heritage zones (Heritage Conservation Committee approval)
- Near water bodies (Irrigation Dept. or Revenue Dept. NOC)
- High-rise needs the Fire Department NOC.
How to know? TS-bPASS checks your plot location and alerts you if any NOC is needed.

8. Watch approval timelines
By law, under the TS-bPASS Act, 2020, your building plan is deemed approved by default if officials don’t raise objections within
- 21 days for residential
- 30 days for commercial

9. Display the permission order on-site
During construction, it is mandatory to display a copy of your building permission order at the site entrance. It is because inspectors can check at any time, and GHMC can issue a fine if inspectors do not find this on display.
10. Register completion and get the occupancy certificate
Once the construction finishes,
- Apply for Occupancy Certificate (OC) through TS-bPASS
- Submit final completion plan, structural safety certificate, and photographs.
- Pay any pending charges (property tax assessment, water connection fee, etc.)
